Transferring Elements to a new PC

I have an old PC running Windows 7 and Adobe Photoshop Elements 7.  There are about 15000 photos indexed in the Elements organiser.  The PC has died but I think I have backup of the hard disk.

My new PC is Windows 10.  I can install Elements 7 again or buy latest version.  How do I move all the photos across to new PC so organiser 'knows' where they are and remembers all of the tags (location, date, time, title, who is in the photo etc)?
