Transferring My Adobe Programs To A New Computer

Hello:

All of my Adobe programs are on my laptop running Windows10.  My main concern is with Photoshop Elements and the plug-ins associated with it.  I have a new laptop running Windows11.

What is the best (read "easiest") way to transfer the programs and associated files from the old laptop to the new laptop?

I researched third part software that's supposed to facilitate the transfer of files and programs; but, they all have shortcomings that I really don't want to deal with.
