Transferring presets etc from old laptop to new

I cannot figure out how to transfer my photos and presets from an old laptop (Windows 10 Elements 5) to a new laptop (Windows 10 and Elements 15). I already have Elements 15 installed on the new machine. I had a chat session with Moni who was of no help.  Thanks.

    Your photos are not installed in Photoshop Elements. They are on your hard drive  wherever you put them.

    Have you tried copying them to a portable drive and then transferring via this medium to your new machine?

    What do you mean by "presets?"
