Trouble installing

I have recently bought a new computer and have tried reinstalling PSE 13. I am getting an error message sayng the Activation code is already in use. I can't access my old computer any longer.

How can I get passed this problem? I have looked on the web and cannot see any way of deactivating the software on old computers.
