Trouble installing Adobe Photoshop Elements 2021 and Adobe Premiere Elements 2021

Cant download either , I have a brand new Dell Computer. It meets all requirements.  

it gets to 100% setup and the message boxes start popping up 1st one is (Adobe PhotoshopElements 2021.exe - System Error. The code execution cannot proceed because MSVCP140.dll was not found. Reinstalling the program may fix this problem).

the next box says the same but the file is VCRUNTIME140.dll.

I've tried removing and reinstalling like 10 times

I've tried updating Windows and all drives. Cant figure out? I spoke to someone at "Asurion" they were unable to help and redirected to Adobe (they are closed right now) and so is Dell.

I'm frustrated, disappointed and sad as I had a project to work on... help?
