Trouble installing Photoshop Elements 2018 / Premiere elements 2018

Installed PHOTOSHOP ELEMENTS 2018 retail (CD) and PREMIERE ELEMENTS 2018 retail (CD) on C:\ system disk.

Problem: Error message; same in both programs: Some  parts of programs were not installed: ERR_FILE_NOT_FOUND.

Could not import photos / videos from camera / card reader in PHOTOSHOP ELEMENTS organizer, and thereby not give them new names.

Message read: "can not read plug-in modules to get media from SD card / camera".

It was possible to import from folders.

No special malfunction in PREMIERE ELEMENTS detectet, exept for "ERR_FILE_NOT_FOUND".

Win 10 is updated, same is program. Tried to install both programs as admin, from desktop, in simplified mode, in compability mode for Win 8.

Also tried to install at root level at C:\PSE and C:\PRE but that did not cure problem.

I ran the command: "scf /scannow" but Windows Resource Protection did not find any integrity violations.

Have also cleaned for junk files / cleaned registry and set virtual memory for system disk to min. 48GB, max 64GB (RAM is 34 GB).

So, what more is there to do ?

                    E:\ save video 2TB 5 1/2".

                    F:\ edit video/games 2 partitions on Samsung SSD 830 1TB
