Trouble Installing PS Elements 2019 on New PC

Hello.  Sorry for repeating this question but I am a new user and somehow cannot find my previous posts.

I am trying to install PSE 2019 on a new PC (Windows 10 Pro 64).  I signed out of PSE from my old PC; downloaded MS Edge as a browser (as prompted), and made sure all other pgms. (only a few) are up to date.  After downloading and running the installer from my Adobe account (it confirms PSE 2019 as one of my registered pgms), the installation stiops and says I must update my browser and/or PC.  I've tried repeaterdly...same issue.  Can someone pls. help me understamd what I am doing wrong?  Thank you!
