Trouble installing PSE 17 on new PC

Hello.  I am trying to install PSE 2019 on a new PC.  I keep getting a message telling me I need to update my PC or browser.  The PC is brand new, running Windows 10 Pro 64 bit; I downloaded MS Edge foe a browser as prompted; I signed out of PSE on my old PC.  This error message happens after I open the exe file.  I should add that my Adobe account shows PSE 2019 as one of my products.  Can someone help??
