Trouble upgrading from elements 11 to 14

I successfully installed photoshop 14, having used version 11 and many previous versions before that. I have a huge number of photos on my hard drive in a version 11 catalog. I successfully converted the version 11 catalog to the version 14, but no photos came up in the version 14 software after doing that. The photos were in many different directories and subdirectories on our hard drive. Shouldn't the old catalog find all of the photos where they are on the hard drive, because none of them have been moved since I installed version 14? I can't believe upgrading means losing all the tags and organization that we have created through this software since we started using it in 2005. Can someone please help? I have to believe we are doing something wrong here. We tried manually importing the photos we could find, but some came in with tags and some didn't and clearly not all the photos were found. This is extremely frustrating and we need help. It should be easier to upgrade to a new version than this -- we've never had this trouble before when upgrading.
