trouble with elements 10

I recently had to reinstall elements 10 and now it is dificult to open and when it does not all functions seem to work, i.e. resizing photos does not work.  Any help would be appreciated.

I love version 10.

I see you tagged windows, I find you can't have any other instances / versions of PSE, even phtoshop (for me anyway) open when using one of the older versions.  

TRY THIS:  turn your computer off for a couple of minutes... turn it back on, and see what is what.
