Trying to add PS Elements 19

I'm trying to download my PS Elements 19 to my new laptop with windows 11. It gets stuck with the install window. Has anyone been able to get it to successfully install? I really don't want to do a membership when I own physical copy.

Try downloading and installing the Microsoft Visual Studio 2013 package.  Include both the x86 and x64 versions.

That didn't work but thanks! It's still just a blank box when it's trying to install
