Trying to draw a feathered rectangle

I have a jpg in Elements. How can I draw a rectangle in the image, color it white and feather the edges? I have tried everything and am not sure it can be done. Sounds odd but it's to design a book cover. Thank you for any suggestions.

Here is  another way to do it:

  • Open your jpeg
  • Create a new layer
  • Select the rectangular marquee tool
  • In the tool options, choose a feather amount

  • With your new layer selected, draw your rectangle
  • [Optional] In the Marquee tool's options, click on the Refine Edge button.  This will open another dialog where you can adjust the feather amount:

 

 

  • Select the Paint Bucket tool
  • In the Tool Options, make sure that the All Layers box is unchecked:

 

 

 

  • Press X once or twice to make the foreground color white
  • Click on the feathered regtangular selection to fill it with the foreground color:

Thanks, but i need a very specific tesponse and not "related" pnes. None of these are any help. I want a step by steps response.
