Turn photos into art

I am a semi-professional photographer, but really a frustrated painter.  I like turning photos into art and use filters and other tools in Elements, I do this with weddings and wildlife, but also use Painter Essentials and Snp Art.  I wonder if anyone can recommend any other programs to use, preferably, but not essentiaally, where they can be add-ons in Elements.  With so much of these programs, easy intructions are so beneficial.
