When downloading raw files from camera to photoshop elements, two files of the same image are in Organizer. Why two?

What is the source and format of the files?  Are you sure you have not downloaded a raw and jpeg file?  If you used the Adobe Photo Downloader to import the files from your camera, there is a setting to stack the jpeg and raw files together, so you only see one of the (same) files in the grid.  If you turned off that setting, you will see two (almost) identical thumbnails.

If you turn on the display of Details (Ctrl+D), and filenames from the View menu, it may be easier to figure out what has happened.

One other possibility is that the APD has downloaded duplicates of your files from your camera or other device.  I will have more to say about this if my other suggestions have not answered your question.

I'm using a Canon 70D.  I have a local copy of Photoshop Elements and use Organizer to connect to the camera and download the files.  I removed the memeory card and looked at the files in Windows Explorer.  There is only one .CR2 file per image.  No JPEGs.  The downloaded files are xxxx.CR2 and xxxx-1.CR2 per image.

One is the image file.  The other is the information about what adjustments have been made to the image file.

I'm not sure. This is the first time this has ever happened.  Both images look identical and the metadata is exactly the same.  To the best of my knowledge, no processing has been done automatically on the file(s) during the download.
