Unable to access help in elements 10

I just reinstalled elements 10 and I find that help does not work.  It says the link is no longer active.  When I go to the download link to get a copy of help, that link is no longer good either.  Where can I get the help manual?

The link for Elements 10 Editor eventually takes you to a NOT FOUND page.  The link for Elements 11 works for the manuals.  Thanks, I should have checked that before when I found that the Elements 10 link did not work.

Was there ever an answer to finding the Elements 10 manuals or tutorials?  Or do I have to upgrade?  If I upgrade, am I putting my pixs at risk to go from 10 to 2018?

Note that the faq has not been updated to the current 2018 version, but the link for PSE13 really is updated for the 2018 version.
