Unable to deselect in PSE 15

I have tried Ctrl + D, closed PSE and reopened, turned off the computer and reopened and still the last selected icon is still active.

If your talking about the toolbox icons, one of the tools in the toolbox is always selected.

No way to not have one of the tools selected in the toolbox.

A lot of people select the Hand Tool before quitting photoshop elements because the hand Tool doesn't do anything to the image.

Participating Frequently

While launching Editor, keep Ctrl + Alt + Shift keys pressed. This will ask you to delete Elements Settings file?

Say yes.
