Unable to download an update for Elements 9

I have reverted to Photoshop Elements 9 because I was so irritated by the "improvments" of a later version. I now want to update it but repeatedly I get the error message "Photoshop Camera Raw 6.5 Update
There was an error downloading this update. Please quit and try again later." This imples it is somehow my fault that I can't download the update. Very annoying. Is there a workaround?

Try downloading the Camera Raw 6.5 Update from here:

There is no update. Any reference to "update" is related to marketing the latest version of PSE, which you do not like. PSEv.9 is no longer supported by Adobe.
