Unable to install Photoshop Elements 2019 downloaded from adobe.com

I’m trying to move a copy of PS Elements 2019 from Win 10 to Win 11.  After much wasted time at ProDesignTech I found a copy to download at adobe.com, namely,  PhotoshopElements_2019_LS30_win64.exe. I double-clicked on it, got a warning from Win11 about making changes to my device and told it to go ahead.  A new window labelled Adobe Photoshop Elements 2019… opened and then nothing more happened.  The install never finished, even hours later.

Help!!

    Download and install Microsoft Visual Studio 2013.  Install both the x86 and x64 versions of the download.

    Didn’t work.

    Downloaded and installed both both versions and restarted machine.  WinGetUI updated both of them.  Then double-clicked on the install exe.  The same window popped up as before, but nothing happened-- no message in window, no error window overlaying window, truly nothing.
