Unable to install Pshop elements 2020 on Windows 10 computer

Hi.  Trying to install 2020 from disk. After signing in on the installer, I immediately get a screen "installation options language:" but it's a dead end; there's nothing to select or click on, no way to move on.  All I can do is quit.  This happens whether I install directly off the CD or transfer folder to desktop and try setup from there.  Disabling antivirus doesn't help.    Just for fun I tried reinstalling my ancient elements 12 version (which I had uninstalled before attempting this) and it seems to work ok.  It doesn't ask me to sign in, and then gives gives me a language selection screen that works, and I can move on.  Any ideas why the new version is doing this?  Thanks.
