Unable to load plug-ins required to retrieve media from devices

Hello

I have Elements 15 and  "get pictures from the card reader" worked well. One day, I suddenly got the message: Can not load plug-ins required to retrieve media from devices.
I then bought Elements 2019, but the same message came. What is wrong?
If I'm using Elements 13, I can use: get media from card reader.
I need help. Does anyone have a solution to this problem?
