Unable to record my own audio file to add to the picture

Have Elements 15. Tutorial suggests that I can add my own recorded audio file to a picture. When I bring up Information panel and select Audio

I get an audio control panel but no record button nor link through Browse for pre-recorded audio files. Is there a setting somewhere to activate this facility?
