Unable to reinstall photoshop elements 14 and premiere elements 14

I am trying to install photoshop and premiere elements onto my laptop following this link: https://helpx.adobe.com/download-install/kb/downloaded-older-app.html

However, this didn't work as the software doesn't appear in the order history but does show up in "my products" and the information given in the products section isn't useful, only giving me a long string of numbers which I don't know how to use. I also have the serial numbers but last time I tried to use those it told me that I couldn't use them as the product had already been registered (as I also have photoshop and elements on my computer).

I'm not sure where to go from here and would really appreciate some help.
