Unable to select animate option when saving gifs (elements 15)

Hi,
I'm trying to save a basic animated gif in photoshop elements 15, but when I click on save to web, the 'animate' option is greyed out so I can't select it and can only save static gifs. Does anyone know how I can make the animate option selectable?
