Unable to update Elements 9.0, had this problem on another pc also.

Hello to all

I am a casual user and just loaded Elements 9.0 onto my HP pc running Windows 10.  There is an update to version 9.0.3 available, but when I attempt to download it, I receive error messages "Error downloading Elements 9.0.3 update" and "Error downloading Camera Raw 6.5."

Several restarts have not eliminated this problem, the error messages persist. 

About two years ago, I had this same exact issue on another pc, and had to update the Application Manager.  This solved the problem.  Unfortunately, I do not remember how I achieved this update. 

Does anyone have any suggestions?  Thank you!
