unable to upgrade from within a PSE15 to new version of PSE (2023)

For several months Adobe has prompted me from within my version of PSE15 that a discounted upgrade was available.  Today (august 8, 2023) I opted to take advantage of that offer.  I was directed to an Adobe page where I entered my CC info.  That transaction waqs completed but when re-directed to what I assumed to be a download page I received a prompt that said a direct pourchase was not available in my region - a region that was not identified in the message. Hoiwever the charge to my credit card went through, which I have since disputed.  I live in Canada.

Are you using a VPN which is directing your internet service to another region?  Perhaps you should contact Adobe Support to sort out  your problem. You can start a chat session by clicking on the blue Contact Us button under the Help & Support menu at Adobe.com. 

Hours of operation outside of the United States are limited.

Hello Greg_S. .... no VPN, however it appears that it might be a browser problem (ar at least my browser settings) ... I use FF almost exclusively and it didn't seem to like the adobe download page but when I tried to reach via Microsoft Edge it was fine ... will let you know how it goes with the download ... thx
