Unable to use any PSE 9 Help functions!

I'll try to be brief, but this is sort of a long story.  I was unable to access any of the PSE 9 help functions under the main Help menu.  I received an error message that advised I reload the software, which I did.  I was still unable to access any of the help functions.  So, I chose Updates from the Help menu, and received error messages indicating two updates (PSE 9.0.3 Update and Photoshop Camera Raw Update 6.5) were unable to download.  It was suggested I "quit and try again later", which I did. I receive these same error messages after restarting and reattempting.  When I clicked the "Contact Customer Support" link, a web page appears that informs me my serial number is not for a qualifying product.

All I am attempting to do is access the help functions found under the Help menu on the menu bar, and apparently I need to have a qualifying serial number?  I am running Windows 10.

Frustrated, and hoping someone might have some helpful information! Thank you.
