Unable to use Photoshop Elements serial number

I recently had to reformat my wife's PC that had Photoshop Elements 13. I when to reinstall and enter the serial number and it says that my serial number is already used by to many computers. I am unable to sign out due to having to reformat.

You must contact Adobe Support and tell them that you want the Elements 13 license activation reset.

Also, when I look in my account under activated devices, there is nothing.
