Unable to view email attachment in Elements13

I recently received an email with a photo as an attachment. I clicked on the attachment a a screen opened asking me to either open in Photoshop Elements or to save it. I clicked on the Photoshop option but an error message appeared sying 'Could not complete your request because of a SOFn, DQT, or DHT JPEG marker is missing before a JPEG SOS marker. I have no idea what this means or what, if anything, can be done so I can open the attachment in my Photoshop.

I then clicked save and, after some searching, the photo was found in my Windows 8.1 Downloads folder. I opened the file/photo and it appeard in the Windows Picture viewer. I could then print it. How can I get Photosop Elements to open such attachments?
