As I understand it, PSE is not part of Creative Cloud, but I've moved your post from Creative Cloud Desktop the the Photoshop Elements forum for you where they can best advise.

In Windows, open Control Panel>Programs>Programs & Features. Right click on Photoshop Elments and delete.

If I do that I opnly have one option and that is Uninstall Adobe Photoshop 2024 and than I uninstall Photoshop cc aswell
