Unsuccessfully trying to load PS Elements onto my new computer (old one died)

I had to buy a new computer and have been trying to reload Photoshop Elements onto it from a flashdrive with the files copied from my old computer.  I keep getting this error:

To use Adobe services, please update your Adobe applications, operating system, and browser to the latest versions.
 
Not sure what I need to do -- computer is new, so I don't know what would need to be updated???

Please tell us which two programs are listed in your Adobe Account.  And also confirm that your new computer is a Windows computer, not a Mac.

Yes, Windows.

For some reason, I was not able to load the Acrobat Professional and the
Creative Suites onto that last computer, which really pissed me off.
That when I just purchased the Photoshop Elements and Premiere Elements
through the college, downloaded those onto a thumbdrive, then onto my
last computer. As I said previously, THAT computer died and I had to
buy this new computer.

I get SO frustrated when I spend lots of money on software, then when I
buy a new computer, I can't use it...

If using Opera, temporarily change your default browser to Chrome while trying to install PSE.

@nancy_1328, you can correct me if I am wrong but I believe Glenn has jumped to the wrong conclusion.  Based on your description, it sounds to me like you have the correct installation file on your thumbdrive.  If you didn't, I don't think you would be receiving the error message that you have described.

 

But to make sure, go to the Products page of your Adobe account.  (You may have to sign in to your account if you click on my link.)  You will find a download link to the most up-to-date version of Elements 2019 there.  (It will be listed as Version 17.)

Download the file and start the installation again, but temporarily disable any anti-virus or firewall programs  during the installation.  

Post a screenshot of any error message you get during the installation.

I'm assuming the user just went and copied the "Photoshop Elements" Directory onto a thumb drive, and is not talking about the installation file.

What version of Photoshop Elements?

Do you have the disc or download file?

 

Make sure to deactivate from the old computer if you don't intend to use it on the old computer.

Help > sign out or Help > deactivate from the Editor menu.

2016.  Downloaded directly to my computer when I bought it.  No disc.

With any program you just can't copy files and have the program work.... lots of different locations that PSE puts things into when it's installed.  If that is what you did (Copy the old program files onto the thumb drive) you can just stop- it simply won't work.   

Just download the program from your adobe account

I had downloaded the program directly to my computer when I bought it.  I then backed that directory to the thumb drive.  Does that make a difference?

Nope.  What you copied to your thumbdrive is 100% useless.  There are multiple locations you would have to copy files from.
