Correct answer Greg_S.

I'm not sure whether something is getting lost in translation here.

There are two Elements programs which are standalone perpetual license programs:  Photoshop Elements 2020 which is principally used to edit photos; and Premiere Elements 2020 which is a video editor.  Both programs come with the Organizer which is used to organize your photos and videos.

There are also two higher level programs called Photoshop and Premiere.  These applications are part of Adobe's Creative Cloud which is a subscription service that you must pay for on a monthly or annual basis.  The Creative Cloud programs have more sophisticated editing tools and are updated frequently as part of the subscription.

The Elements programs also have unique features and once you buy the product, you can use it for as long as your operating system will support it.  Overall, Elements is considered as software intended for newer users.  But, actually, they can do almost everything a hobbyist would want to do.

There are 30 day free trials available for all of Adobe's software, so you can try them out to see which serves your purpose the best.
