I already have version 19.0 (20210304.m.156367) installed, yet I keep getting notification of this update.

Photoshop Elements 2021 update (version 2021.2)- Updated: 17th March, 2021 - Build:20210304.m.156367

So I try this,Note: Update message appears repeatedly? Find the solution in this article. https://helpx.adobe.com/photoshop-elements/kb/update-message-reappears-elements.html

Since I'm using a Mac with OS version 11.3.1 (20E241), I click on this link, https://www.adobe.com/support/downloads/detail.jsp?ftpID=4774.

And I always get this.

Safari can't open the page
"supportdownloads.adobe.com/detail.jsp?ftpID=4774"
because the server unexpectedly dropped the connection.
This sometimes occurs when the server is busy. Wait for a
few minutes, and try again.

I tried these browsers, and get either the same message, or something similar.

I had the same problem (installing PSE 19 on an iMac with OS 11.5.2) and can also confirm your experience
with the above mentioned links.
What finally solved the issue is described here:

https://helpx.adobe.com/photoshop-elements/kb/elements-installation-error-CC-cleaner-tool.html

which means:
- de-installing PSE 19
- applying the CC cleaner tool (it applies also for PSE)
- re-installing PSE 19 again.

@CLIQUE OF ONE , I have reported this problem to Adobe and am trying to get some answers for you.

In the meantime, I have the following suggestions:

  • Uninstall the program and download and install again from this link.
  • Try contacting Elements support. You can start a chat session by clicking on the blue Contact Us button under the Support menu at Adobe.com. Or you can contact Support by telephone using the numbers listed here.
