update problem adobe photoshop elements 13

Hello all, I have a problem and that is, when i open up adobe photoshop it gives a sign that there is an update. But when i press on getting the update it doesn't download the update. Or it sort of downloads but the same sign comes back up when i try to openup photoshop again.  What should i do? Could somebody please help me?
