update won't load beyond 2%

I am trying to use my photoshop and I get a message saying an update is ready so I click on load the update.  I finally get to where it is installing but it gets to 2 % and then I get an error message saying try again later.  the error message isU44M1I210.  I have no idea what this is or what to do about it.  so I contact your help site and they start talking about my cloud and I don't have the faintest idea what they are talking about.  I paid about $100 and this is the 3rd time I have tried to use it and I am getting more and more upset with this.
