ist auf die Vollversion PS Elements 13 das PS Elements 18 Upgrade anwendbar?

    Yes.  It is not really an upgrade, just upgrade pricing.  It will be a full version.  You can have both PSE 13 and PSE 2018 installed and used on the same computer.
