Upgrade Elements 13 to 15 ... but...

I want to upgrade from Elements 13 to 15.

I received a mailer (and on the opening screen of my Elements 13) that a special is happening. Get the Elements 15 for 59.99 USD, or I could upgrade. I chose to go online to upgrade, thinking it would also apply to the special offered. When I added the upgrade, the system wants to charge me 79.99 for the upgrade!

What gives?

I guess I would be better off purchasing 15 @ 59.99 instead of upgrading, but IMHO, that doesn't sit well with me. Adobe should have also ran an upgrade special (or did I miss it???) for current owners during the same period.  Perhaps 49.99?  I feel this is fair.

Has anyone run into this situation?  Adobe? Any explanation?
Thanks

I think it has always been like this. I guess the upgrade already has the discount built in and is available all year. Only the full product is made available during promotions. Obviously buy that if it’s the cheapest. And you don’t have to worry about finding a previous serial number!

Thanks for your suggestion, but I think I missed the 59.99 sale. Oh well, I can survive with E13. Have a great day!
