Upgrade from elements 15

Hi Guys

Asking will be easier than spending hours researching, I have photoshop elements & premier 15, I'm interested in doing some vector art and looks like elements 15 dosen't have an oil paint tool, will upgrading to elements 20 have this or is it just better to go for photoshop cc? Also with the premier elements 15 version im ready to move on from this to more features, will the 20 version give this or again just go for the pro version, the difference I guess is elements has no more fees but going pro will be monthly payments.
