Upgrade msg for Photoshop Elements 13

Several times now over the last few weeks, I get a message to upgrade Photoshop Elements 13. Each time I upgrade it and restart my computer afterwards so it takes. But the next time I log onto Photoshop Elements 13 it prompts me to do it again. I can't proceed unless I agree to do it immediately or at the end of my session. It is now getting very annoying, since I know I have upgraded it already. What am I doing wrong?
