You may get a better deal on a new full version than an upgrade.

Amazon is currently selling the 2018 full version for $60.

It depends on how you define "upgrade."

Each version of the program is independent, so you can have both PSEv.11 & PSEv.2018 on your machine.

A newer version of the program does not overwrite an older version.

Bottom line: You have to purchase the license for the current version and install the software.
