    Hi Phil,

Please refer to  Buying guide | Adobe Photoshop Elements 15 vs 14, 13.

Regarding the catalogs, your catalog PSE 7 catalogs can be converted to PSE 15. Conversion will keep your original PSE 7 catalog intact and create a new copy that would be used by PSE 15 so that you can use your older catalog with PSE 7 if needed.

I would suggest you to download PSE 15 trial version to make sure everything works good for you

    Thanks,

    Ankit

    Here is the upgrade price:

FAQ | Adobe Photoshop Elements 15

You are entitled to the upgrade price if you have registered any older version.

Generally, you can get the full (non upgrade) version for still better prices from big resellers like Amazon.

Yes, your old catalogs (with included albums) can be 'converted' to the new database format from the menu File >> Manage catalogs. The old catalog will be renamed with a -1 suffix and available for PSE7. A copy with the old name will be available for PSE15. When installing PSE15 you'll be prompted to convert the current catalog. If you have more catalogs, use the File >> Manage catalogs >> convert option.
