Can Photoshop elements 15 organize photos from an external hard drive or does all the photos need to be on the computer?

    Yes. No difference for internal or external drives. Storing photo files on an external drive is very common, either to save space on the computer or to be able to share the library (and the organizer catalog) on several computers alternatively.
