Use older version of PSE with new licence

Hi, does anyone know - if I buy a new licence, for Photoshop Elements 15, can I use an older version with that new licence ?

eg, using PSE 14 with a licence for PSE 15 ?

The reason is that 15 does not support 32 bit Windows.
