Using Elements on 2nd PC

I recently gave my old PC, installed with Photoshop Elements 2020 to my daughter, who lives at a different address. My Elements version is on DVD, which I installed successfully with serial numbers onto my new PC.
My daughter cannot access Elements and continually gets the error message shown on the attachment, saying a crash report has been reported. Repeatedly submitting this form does not cure the problem.
Please advise the solution to this.
