Using Navigator and Actions in PSE2020

Is there a way to keep the navigator tool and the actions for editing both open at the same time in PSE2020 editor? They are both located under the "MORE" button and I can only check and choose one or the other to appear in a panel but not both at the same time. In the older versions of PSE both of these features could be diplayed in the effects panel and used at the same time. Is there a way to do that in PSE2020? Also, is there a way to get the actions to appear in the same panel as effects? I used to be able to do that in an older version of PSE. All the filters actions and effects could be placed in one panel. Thanks for any help.
