Using Photoshop elements from premier elements organizer

I have Photshop Elements 19 and Premier Elements 20 purchased separately. Can I connect them to launch either through their Organizer screens

No.  Each version of the Organizer only works with the version it came with.  However, you can click and drag files from your Elements Organizer 2019 to your Premiere Elements 2020 program.
