Using video as a still picture

Hi good day everyone I'm new to this community I have a question for how to use videos as a still picture in Adobe photoshop elements 2021 with using benvista photozoom pro 8 as a plug-in my version is Windows 11. Thank you so much for understanding.

Your question is not clear.

Does your plug-in create a screen capture from a video?

Photoshop Elements can only handle standard image formats such as jpeg, png, tif or raw files.

If you are talking about Premiere Elements which is the software for video, then you can take a screen capture from that program. (At least, I think it has that capability. I don't currently have Premiere Elements 2021 on my computer.)

When you clarify your question, we might be able to give you more guidance.
