v2018 Text Editing Issues

I'm coming to v2018 from years of using v2 and briefly v9. v2018 seems to have a plethora of issues for me.

Most recent one is the Text Tool. Nothing about it works right. Pick on a font name or size and the dropdown window flashes and closes. I have to click it 2x or more to get it to open. Bold/Italicize refuses to be selected or deselected without clicking them several (up to 10) times.

1st installation was not as Administrator.

I uninstalled it and cleared the Registry of all 2018 entries, then redownloaded the install file and reinstalled it with as Administrator with no difference in behavior.

v2 and 9 do not exhibit this behavior. v2018 is unusable for me this way. If this and the other issues can't be resolved can I get a refund?
