Vertical Text Isnt work

I have tried resetting the Type in my preferences and not matter what I do veritical text doesnt work. What do I need to do in PhotoShop Elements

See if resetting the Vertical Type Tool makes a difference. Click on the area indicated in the screenshot below and click on Reset Tool.
