very slow to open photoshop (Elements 2000) since latest Windows update

The app stays for several minutes "scanning for plug-ins" on start up. It does open eventually. It worked OK until recently. I've tried Repair, Reset, and Delete/Re-install from Windows store. The only thing that's changed with the system in the last few days is Windows Update. I'm on Windows 10 Home 20H2.
