Video changed from H.264 to HEVC. Wouldn't Import, now won't recognize device!!!

Somehow my iPhone 13 changed videos from H.264 to HEVC.  I have Windows 11 and PSE 2022.  The HEVC videos won't import from my iPhone.  iPhone was and is Settings>Camera>Formats>Most Compatible.  Now PSE2022 won't even recognice my iPhone when I try to Import photos.  I have backed up PSE 2022 when closing, powered off my laptop, unplugged iPhone and External HD (contains my Catalog).  Powered on laptop, reconnected iPhone and Ext HD.  When I try to Import my photos, no device is found.

There were some other issues that happened when I tried to Import a video HEVC, but I'll save that if you need to know additional information. Thanks for any help!
